Terms of Service
The short version
- You say what you want and what you'll pay. People who can do it send offers. You choose.
- Posting a buying request costs from US$2.50, charged in your local currency where available. Offering your work or looking for a job is free, and job seekers never pay to get a job.
- Within 24 hours of posting, we tell you whether your request was filled and how many proposals came in.
- Sellers see your area and budget, never your number or address, until you both sign the agreement.
- Nobody can pay to rank higher in your offers or matches.
- The deal is between you and the seller. We help you agree on it and keep a record.
1. About Quarko
Quarko is a place where people and businesses post what they want to buy (a request) and people and businesses who can provide it send offers. Quarko is a product of Threadlane, built by OpenTorque, and is operated by [registered company name, CIN, registered address] ("we", "us"). These terms are an agreement between you and us.
We are an intermediary under the Information Technology Act, 2000. Sellers, employers and other users provide the goods, services and jobs, not us, unless we clearly say otherwise (for example, our concierge service when you choose it).
2. Your account
- You must be 18 or older and able to enter a binding contract where you live.
- Sign in with a phone number you control. Keep your device and codes to yourself; you're responsible for what happens in your account.
- Give accurate details. A business account must be for a real business you're allowed to represent.
- One person, one personal account. You can also turn on selling from the same account.
3. Requests
- Quarko reads your first message to tell whether you are buying or selling. Every buying request asks what you're looking for and how much you're willing to pay. We show the local standard price, worked out from real prices in your area (or the nearest wider area with enough data). It's a guide, not a quote.
- Quarko is open worldwide. On-site work is matched with sellers within 50 km of the site. Remote work (software, design, contract roles) can come from anywhere.
- Each posted request is open to proposals for 24 hours. At the end we tell you whether it was filled and how many proposals arrived. If nothing fitting came in, you can re-post it free with one tap. You can cancel any time before you accept a proposal.
- You choose who to work with. We don't assign anyone unless you turn that on.
- Only post requests you mean. Fake or test requests waste sellers' time and may lead to suspension.
4. Sellers
- Describe what you offer honestly and only quote for work you can do. Your quote is an offer the buyer can accept; you can revise it until they do.
- Some categories need a licence (for example insurance, which must come from a seller licensed in the buyer's country). We may ask for proof and hide you from those requests until we have it.
- You see the area, the request and the budget. The buyer's name, number and exact address are shared only once the agreement is fully signed.
- You can't buy a higher place in a buyer's offers or matches. Ranking is based on fit, distance, price and quality.
- Don't contact buyers outside Quarko using details you weren't given, and don't ask for advance payments outside the agreement.
5. Jobs and freelance work
- Job seekers, freelancers and contractors use Quarko for free. No one may charge a job seeker to apply or to be hired: not employers, not hiring partners, not us. Report anyone who asks.
- Your job profile and CV are private. An employer sees them only when you apply or say yes to their interest. Storing a CV needs your separate consent, which you can withdraw at any time (see the Privacy Policy).
- Employers must post real roles with honest pay and follow employment law. Hiring partners must be registered businesses with any licence their work needs, and must disclose their fee to the employer.
6. Agreements and payment
- When you accept an offer, Quarko sets up the right agreement for that kind of work and amount: none, a click-through acceptance, a service contract, a policy, an offer letter or a purchase order. Work and the address reveal wait until it's signed by both sides.
- The agreement is between the buyer and the seller. We keep a timestamped record of who agreed to what.
- You pay the seller directly as agreed. Posting fees are processed by Razorpay, an RBI-authorised payment aggregator. If we later offer payment to sellers through Quarko, we'll explain any escrow or refund terms before you pay.
7. Fees
- Posting a buying request (a project, a hire, a contract or a purchase) costs US$2.50, or the equivalent in your local currency where we can charge it (for example €2.30, £2 or ₹210), shown before you pay. Prices include or show VAT, GST or sales tax where the law requires. Writing and editing the request with the assistant is free; you pay only when you post it, and it goes live once the payment is confirmed.
- Re-posting a request that wasn't filled is free.
- The posting fee isn't refunded once the request is live, except where the law requires or the request was removed by mistake on our side.
- Offering your work (freelancers, agencies, contractors, suppliers) and looking for a job are free.
- Larger requests may cost more to post in future. We'll show any change before you pay, and give sellers at least 30 days' notice before we introduce any seller fees.
- We issue a receipt for every payment, and a tax invoice where your country requires one.
8. Fair treatment
You can always choose who you work with, decline anyone, or block them. But you can't ask Quarko to filter or rank people by religion, caste, ethnicity or similar traits. We remove those conditions from requests and tell you why.
9. What's not allowed
- Anything illegal, including weapons, drugs, counterfeit goods, and requests to harm or harass anyone. Prohibited requests are rejected before they're stored.
- Spam, scams, fake reviews, impersonation, or collecting other users' contact details.
- Trying to get around the masking of phone numbers and email addresses in messages before a deal.
- Scraping, reverse engineering, or overloading the service.
10. The AI assistant
Quarko uses AI to understand requests, suggest questions and answer you in chat. AI-written text is labelled. It never invents sellers, prices or guarantees, but it can still be wrong, so check the details before you rely on them. Your private chat with the assistant is never shown to sellers.
11. Reviews and disputes
- Reviews must be about a real deal and be honest. We may remove reviews that break these terms.
- If something goes wrong with a deal, raise it in the app. We'll look at the agreement and the messages and help both sides, but we aren't a party to your contract.
12. Liability
We work hard to keep Quarko accurate and available, but we provide it "as is". To the extent the law allows, we aren't liable for the goods, services or jobs other users provide, or for indirect losses. Our total liability to you for any claim is limited to the fees you paid us in the 12 months before it, or ₹10,000 if you paid nothing. Nothing in these terms limits rights you have under consumer law (such as India's Consumer Protection Act, 2019, or EU and UK consumer law) that can't be limited.
13. Suspension and closing your account
You can close your account any time. We may suspend or close accounts that break these terms or put others at risk, and we'll tell you why unless the law or safety stops us.
14. Changes to these terms
Each version has a date at the top. When we make a change that matters, we'll show it in the app and ask you to accept the new version before you continue. These terms are governed by the laws of India, and the courts of [city] have jurisdiction. If you use Quarko as a consumer in the EU, the UK or elsewhere, you keep any protections the law of your country gives you that can't be waived by contract.
15. Grievance Officer
Under the IT Rules, 2021 and the Consumer Protection (E-Commerce) Rules, 2020, our Grievance Officer is [name], [email], [postal address]. We acknowledge complaints within 24 hours and resolve them within 15 days.
